If you are moving to the Pelican State, read the following information to ensure you settled in with your new Louisiana driver's license and car registration without problems.
As a new citizen of Louisiana, you will have 30 days to transfer your out-of-state license. If you are coming to Louisiana as a full-time student, you do not need to get a Louisiana driver's license. The same is true for military personnel and their families while stationed in Louisiana.
Although many states have minimum insurance requirements, Louisiana is one of the few that will not issue your driver's license unless you have proof of insurance (if you own a car). You will need to bring the following documents to the local Office of Motor Vehicles:
- Primary form of identification
- Secondary form of identification
- Current, valid out-of-state driver's license or official copy of your driving record
- Social Security Card
- Proof of insurance if you own a car
Acceptable Forms of ID
Acceptable primary identification forms include birth certificates or certified copies, birth registration cards or certificates that include a raised agency seal, passports, certificates of naturalization, Native American tribal documents, and refugee travel documents, permits to re-enter the US, or work authorization papers issued by Homeland Security.

Louisiana makes it easy to transfer your out-of-state license. Most states require a written test, but Louisiana only requires a vision test if your license is current. The Office will issue a Louisiana drivers equivalent to the one from your prior state (Class E). The fee for transferring your license is about $40 and must be paid in cash.
Louisiana Insurance
Louisiana requires that you carry certain minimum amounts of insurance on your car. If you cancel your car insurance, you will have 10 days to turn in your plate or file a Statement of Non-use with the Office of Motor Vehicles or you will be fined. The minimum liability insurance allowed under Louisiana's Financial Responsibility law is 15,000 per person, $30,000 per accident and $25,000 for property damage. You must be able to show proof that you have met Financial Responsibility requirements in certain circumstances:
- When a law enforcement officer requests it
- When you register or renew a vehicle registration
- When you obtain or renew your driver's license
Financial Responsibility laws in Louisiana also require insurance companies to report insurance activities like policy issuance, procurement, recall, reinstatement, termination, cancellation and binder status changes to the Department of Public Safety and Corrections, Office of Motor Vehicles.
If you fail to turn in your plates or submit a Statement of Non-use within ten days of cancelled insurance, your car may be impounded. To get insurance on the car again, fees are charged on a scale based on the length of the lapse, ranging from $50 to $225.
Registering Your Car
If you will be using your car on Louisiana highways, you must register it in the state within 30 days. You'll be charged a road use tax, based on the current NADA loan value of your car, at the time of registration. The rate of tax is different from parish to parish. If you have a newer model car that is not yet listed in NADA, the car value is based on list price minus 15 percent.
Check with the Office of Motor Vehicles to find out if your previous state has a reciprocal agreement with Louisiana. You may get a credit (up to 4%) for tax you have already paid on the car in your state of origin. In some cases, you will need proof of the payments you made.
When transferring your registration to Louisiana, you'll need a few things:
- Form DPSMV1799 Vehicle Application, completed and signed by the car's owner
- Your original out-of-state title
- Proof of in-force liability insurance
If there is a loan or other lien on your car, the Office will charge a $10.00mortgage recordation fee and you may need to submit additional paperwork. The title fee is $18.50, plus an $8 handling fee and a $3 license transfer fee. You can pay with personal or Business Checks, Cashier Checks, Money Orders or Cash.
Vehicle Safety Inspections
Louisiana state law requires that every vehicle be inspected and show a valid safety inspection certificate. In New Orleans, Kenner and Westwego, inspections are performed by city government. Vehicles in the parishes of Ascension, East Baton Rouge, Iberville, Livingston and West Baton Rouge must have their cars inspected in their particular parishes. Everyone else can use state inspection facilities. These parishes charge $18.00 for the inspection. All others are $10.00. At the time of inspection, you must present:
- A valid driver's license
- Your current vehicle registration
- Proof of current and valid insurance
